Strategic Studies occupy a prominent role within scientific research, and universities compete to position strategic studies among its priorities. Therefore, they do their utmost to utilize the media to clarify the best tools for political, economic, social, educational, sanitary, etc. fields. They also compare the results of strategic studies in advanced countries through statistics, without which studies lose their scientific credibility. Furthermore, universities seek the help of the historical method in the study of a given science, and the statistical method in the analysis of samples, opinion polls, and other types of strategic studies.   

 It is indeed one of the strategic studies in higher education in the Kingdom of Saudi Arabia to found more universities such as the case in the Northern Province, which counts twenty-two universities. Such a quantitative expansion is followed by focus on quality without losing sight of the need for educational programs to fit developmental plans and furnish it with the required working force graduating from these universities. The aim of developmental plans is the citizen as a means to this development and his/her intellectual, economic, cultural, and social expansion. Whoever looks into forty years of planning or so (i.e. from the time the Kingdom started setting up five-year plans), would find out that the development of the working force and its readiness to produce absorbed the bulk of these plans.
