Saudi Society for Archeological Studies
The general Framework of the basic regulation of the society
1- The Name of the Society and its location:
It is established at King Saud University, the Saudi society for archeological Studies; and it is permitted to create branches in other places if it is necessary.
2 Society's Objectives:
A. Developing and improving the scientific thought in the society's specialization.
B. Giving the opportunity for the workers in the fields of the society interests to contribute in the movement of the scientific progress in this aspect.
C. Facilitating the exchange of the scientific production and the scientific ideas in the field of the society's interests among the institutions and the establishments that are concerned inside and outside the kingdom.
D. Giving the consultation and conducting the required studies to raise the level of the performance in the fields of the society's interests in different establishments and institutions.
3- Society's Activities:
A. Encouraging scientific researches in its field of interest and what is related to it from any field of knowledge, and publishing and distributing the results of these researches and exchanging them with the concerned institutions.
B. Holding conferences and symposia and seminars for discussing the related issues to the fields of the society's interests after the approval of the relevant authorities at the university.
C. Issuing a magazine or a journal that is concerned with the fields of the society's interests.
D. Organizing scientific and cultural contests in its specialization.
E. Making scientific tours after the approval of the relevant authorities at the university.
4- Membership:
A. Honor Membership:
It is granted to the person who is chosen by the society, those who offered moral or material services, or contributed in developing the fields of its interests inside and outside the kingdom. The membership of honor is chosen by a decision from the plenary meeting, according to the nomination of the administrative board, and exempted from the condition of paying up the registration and subscriptions fees. This member has the honor of attending the sessions of the plenary meeting and the different committees of the societies and participating in discussions without having a counted vote in issuing the decisions or holding elections.
B. Normal Membership:
It is for each person who fulfilled the conditions of membership mention in (5) who has a degree in the field of the society specialization, and it is a condition for the member to be a resident in KSA.
C. Outside KSA membership
It is for the person who wants the membership and is not a resident in KSA.
5- Conditions and procedures of the membership:
A member of the society should fulfill the following:
A. To be well behaved, having good reputation and has never been sentenced to a crime that is incompatible with decency and honor.
B. Has to pay what the society decides as fees and annual subscriptions.
C. The applicant, Normal Member or from outside KSA, has to apply for joining the society.
D. Two Normal Members in the society have to recommend him for the membership.
E. Normal and outside KSA applications are submitted to the administrative board of the society and the application is not considered accepted unless a decision from the administrative board is issued about that, and the applicant is informed.
6- The expiration of the membership:
The membership expires in the following cases:
A. Member's withdrawing.
B. The loss of any of the membership conditions.
C. The member's delay in paying the annual subscription on time and for one whole year. The membership is not canceled in this case until notifying the member of the necessity of paying up the subscription and the consequences of not doing so; the notification should be during the last three months of the mentioned year.
D. Any action or activity that may cause material or moral harm to the society, and before canceling the membership in this case, there must be an investigation made by the administrative board and the member is hold responsible.
In all cases mentioned in this article, the membership is not ended unless a decision is issued from the administrative board, and the member is informed with the decision of ending his membership within two weeks notification. The member doesn't the right to claim, in all cases, what he has paid as fees, subscriptions or donations, grants or anything else.
7. Restoring membership:
It is permitted to restore the membership for the one who lost it because of the reason mentioned in the section (c) from article (6) by a decision from the administrative board after having paid up the defaulting fees or the subscription fees for three years, the least between the two.
8. Administrative board:
The administrative board consists of a number of members, not more than nine, elected by the plenary meeting through secret voting by the Working members so that the members of administrative board, who are not working at university, not more than third.
The administrative board specializes in making decisions and procedures that guarantee the best performance of the society for its functions and the achievement its objectives.
The membership of the administrative board lasts for two years with the possibility of renewal. The administrative board holds a meeting once a month at least, and an unusual meeting is held whenever half or more of the members or five members of the plenary meeting or the head of the society requests. The unusual meeting is for discussing a subject or certain subjects included in the request for the meeting. And it's not permitted in this meeting to discuss any subject that is not mentioned in the request for the meeting.
The administrative board decisions are issued with the majority of the votes of the attendees and when the votes are even, the vote of the head of the administrative board is counted with the majority. And the meetings are not regular unless the majority of the members attend.
If one of the administrative board members is absent from attending the committee sessions for three times successively without an acceptable excuse, the member will be resigned.
The administrative board issues the rules and the instructions needed to carry out this regulation and if there is any vacancy in the administrative board for a reason, a substitute member is chosen by the committee, this is to be approved by the plenary meeting later on.
9. The functions of the administrative board
In addition to what is stated in this regulation as functions, the administrative board is dedicated to suggest the general balance of the society and making a report about its annual activity, and determining the membership fee and the work plan for the next year, and presenting this to the plenary meeting in its ordinary meeting to confirm it.
10-Head of the administrative board and his representative:
The members of the administrative board , among themselves and among those who belong to the university, choose a head and a representative for the administrative board for two years with the possibility of renewal for one time and the head of the administrative board is the head of the society.
His representative assists him in his job and represents him during his absence.
The head of the society is the person who represents it in front of others and in contacting the formal and informal authorities inside and outside the kingdom.
11-The plenary meeting
The plenary meeting consists of the whole working members who paid their annual subscriptions; the plenary meeting holds an ordinary meeting in a date which is determined every year. The administrative board makes the schedule of the plenary meeting and invites the head of the administrative board to the meeting.
The plenary can hold an extra-ordinary meeting according to the request of the administrative board or five of the members. And it takes into consideration, in the extra-ordinary meeting, the rules of the extra-ordinary meetings for the administrative board. The plenary meetings are considered regular in the presence of the majority of its members. The plenary meeting specializes in the following:
A. Issuing the schedules that organizes the internal work in the society.
B. Determining the annual balance of the society and its final accounts per year.
C. Approving the annual report about the society activity that the administrative board sets.
D. Electing the members of the administrative board.
E. Approving the annual work plan that the administrative board presents.
F. Discussing everything stated in its schedule and what its members suggest for discussing in affairs which are related to the society business or its interests, and making the right decisions for it.
G. The resolutions of the society are considered effective after the approval of the dean of the university.
12. The resources and the budget of the society:
The resources of the society consist of:
The registration fees and the annual subscription of the members.
The outcome of what the society sells out of prints and its periodicals.
The fees of the courses or programs the society holds.
Grants, donations, gifts and aids which are given to the society by the government, public or private institutions or by individuals. And the administrative board decides whether to accept them or not.
The annual aid that the university decides.
The accountant of the society prepares its annual balance including the expected incomings and possible expenditures, and he presents it to the administrative board that passes it after acceptance to the plenary meeting to confirm it.
The financial year for the society starts at the beginning of the month Rajab every year, and it finishes at the end of the month Jumada al-Thania from the next year.
The accountant has to follow, in adjusting the society accounts, the adopted ways in the public establishments in the government.
The administrative board appoints a cashier and a secretary among his members who are responsible in front of the administrative board about the businesses and the financial actions of the society. And the auditor of the university keeps the accounts and the balance of the society once at the end of every financial year, and he presents his report to the administrative board to be shown to the plenary meeting with the final account.
The administrative board has to renew the functions to the head, his representative, auditor and the secretary.
